By defining in advance the function you wish the consultant to perform, you will save time and effort in the selection process.

For a major project, issue a written request for proposals (RFP). A well composed RFP will ensure that you have comparable responses to evaluate.
Ask all candidates for general references and for specific references on similar projects. Ask the consultant about the project team. Keep in mind that the consultant will become a part of your project management team. Select someone you'll be comfortable with to assist you, not only throughout the project, but also throughout the ongoing life cycle of the new roof or building.
While cost is important, remember that you want to have an independent professional representing your interests. Money spent for open-minded service is an investment that will pay dividends throughout the life of the building.
